The legal minimum is what your employer must pay. The living wage is what research says you need to cover rent, food, transport and childcare. In the UK and US, they are not the same number -- and the gap varies significantly by location.

The Living Wage Foundation's Real Living Wage for 2025/26 is £13.45 per hour across the UK and £14.80 in London. These figures are calculated annually using the Cost of Living basket methodology developed by Loughborough University -- it models the actual cost of a decent standard of living for UK households, taking into account what state benefits workers can access.

Over 14,000 UK employers -- including Aviva, KPMG, Nationwide Building Society, IKEA UK, Chelsea FC, and many NHS trusts and local authorities -- have voluntarily committed to paying at least the Real Living Wage. Employers can apply for Living Wage Foundation accreditation, which requires a six-month grace period to implement and annual re-commitment. Accredited employers can use the Real Living Wage employer mark in recruitment and marketing.

US: Federal Minimum vs MIT Living Wage Calculator

The MIT Living Wage Calculator estimates the hourly wage needed for a given family composition in a specific county. Unlike the UK Living Wage Foundation's single national figure, the MIT model produces county-level estimates that reflect the huge variation in US housing, food, transport and healthcare costs. The figures below are for a single adult (no children) as a baseline.

MIT Living Wage Calculator figures are approximate 2025/26 estimates. Single adult, no dependants. The gap grows significantly for single parents -- a single parent with two children in San Francisco county needs approximately $62/hour to meet the living wage standard.

Methodology: How Each Estimate Is Calculated

UK: LIVING WAGE FOUNDATION

Uses the Minimum Income Standard (MIS) methodology developed by researchers at Loughborough University. Calculates the cost of a defined basket of goods and services -- housing, food, clothing, transport, social participation, household bills -- for different household types. Critically, it assumes households claim all the state benefits and tax credits they are entitled to, which lowers the gross wage needed. Updated annually in autumn.

US: MIT LIVING WAGE CALCULATOR

Developed by Professor Amy K. Glasmeier and the MIT Media Lab. Uses county-level Bureau of Labor Statistics data on food, housing, transport, healthcare, childcare, and personal/civic costs. Critically, it assumes no government assistance (no SNAP, no Medicaid, no housing vouchers) -- which gives a higher estimate than the UK model. Produces county-level figures for multiple family compositions. Updated annually.

Why Is the Legal Minimum Below the Living Wage?

The legal minimum wage is a political output, not a research output. It is set by governments responding to a mix of economic evidence, employer lobbying, small-business concerns, political ideology, and the threat or reality of employment effects. Even where a government genuinely wants to raise the minimum wage, the process of building legislative consensus typically produces a lower number than researchers recommend.

The living wage is a research output, constrained only by measurement. It asks: what does a household actually need to afford a basic decent standard of living, without relying on charity or going into debt? The answer is determined by the prices of housing, food, and services in a given area -- not by what employers are willing to pay or what is politically achievable.

This is not a criticism of any particular government's approach; it is a structural feature of how minimum wages are set in democratic systems. The practical implication: in all developed countries, the legal minimum wage is below what independent researchers calculate as a living wage. The size of the gap varies; the existence of the gap does not.

IMPORTANT NOTE

Not Everything Called "Living Wage" Is the Same Number

The term "living wage" is used in three distinct ways that are often conflated. First, the UK government's National Living Wage (£12.71) -- this is a government-set legal minimum, named after but separate from the Living Wage Foundation. Second, the Living Wage Foundation's Real Living Wage (£13.45 / £14.80 London) -- voluntary, independently calculated. Third, politicians and campaigners sometimes use "living wage" as a synonym for "higher minimum wage" in debates about specific proposals. On this site we always specify which number we mean and who calculated it.
